In general, citizens who require a visa to enter Kyrgyzstan will also need to register at Population Service Center within 5 days of arrival (there are some exceptions, please contact us for further consultation).  

Places of lodging (including hotels or hostels) are obliged to help their guests register within 5 days of arrival. 

Failure of registration may result in a fine, and you will not be allowed to leave the border unless the fine is paid.
